    The phrase
    to bind and
    to loose
    was often used
    by the Jews.

    to bind
    meant
    to Prohibit

    and

    to loose
    meant
    to Permit.

    To bind a thing was
    to forbid it;

    to loose a thing was
    to allow it to be done.

    It does not imply the authority to
    change God's Law.

    {Matthew 16:13}
    When Jesus came into
    the coasts of Caesarea Philippi,
    he asked
    his disciples,
    saying,
    Whom do men say that I
    the Son of man am? ⠀⠀⠀⠀

    {Matthew 16:14}
    And
    they said,
    Some
    [say that thou art]
    John the Baptist:
    some,
    Elias; and
    others,
    Jeremias, or
    one of the prophets. ⠀⠀⠀⠀

    {Matthew 16:15}
    He saith unto them,
    But whom say ye that I am? ⠀⠀⠀⠀

    {Matthew 16:16}

    Simon Peter answered and
    said,
    Thou art the Christ,
    the Son of the living God. ⠀⠀⠀⠀

    {Matthew 16:17}
    And
    Jesus answered and
    said unto him,
    Blessed art thou,
    Simon Barjona:
    for flesh and blood
    hath not revealed [it] unto thee,
    but
    my Father which is in heaven. ⠀⠀⠀⠀

    {Matthew 16:18}
    And
    I say also unto thee,
    That thou art Peter, and
    upon this rock
    I will build my church; and
    the gates of hell
    shall not prevail against it. ⠀⠀⠀⠀

    {Matthew 16:19}
    And
    I will give unto thee
    the
    keys of the kingdom of heaven: and

    whatsoever
    thou shalt
    bind on earth
    shall be
    bound in heaven: and

    whatsoever
    thou shalt
    loose on earth
    shall be
    loosed in heaven. ⠀⠀⠀⠀

    {Matthew 16:20}
    Then
    charged
    he
    his disciples
    that
    they should tell no man
    that
    he was Jesus the Christ.
    {Isaiah 22:22}
    And
    the key of the house of David
    will I lay upon
    his shoulder;
    so
    he shall open, and
    none shall shut;
    and
    he shall shut, and
    none shall open. ⠀⠀⠀⠀

    {Revelation 3:7}
    And
    to the angel of
    the church in Philadelphia write;
    These things saith
    he that is holy,
    he that is true,
    he that hath
    the key of David,
    he that openeth, and
    no man shutteth;
    and
    shutteth, and
    no man openeth;
    {Acts 14:27}
    And
    when they were come, and
    had gathered the church together,
    they rehearsed all
    that God had done with them, and
    how he had opened
    the door of faith unto the Gentiles. ⠀⠀⠀⠀

    {Acts 15:7}
    And
    when there had been
    much disputing,
    Peter rose up, and
    said unto them,
    Men [and] brethren,
    ye know how that
    a good while ago
    God made choice among us,
    that
    the Gentiles
    by my mouth
    should hear the word of
    the gospel,
    and believe.
    {Luke 11:52}
    Woe unto you,
    lawyers!
    for ye have taken away
    the key of knowledge:
    ye entered not in yourselves, and
    them that were entering in
    ye hindered.
    {Matthew 18:18}
    Verily I say unto you,
    Whatsoever ye
    shall bind on earth
    shall be bound in heaven: and
    whatsoever ye
    shall loose on earth
    shall be loosed in heaven. ⠀⠀⠀⠀

    {Matthew 18:19}
    Again
    I say unto you,
    That
    if two of you
    shall agree on earth
    as touching any thing
    that they shall ask,
    it shall be done for them of
    my Father
    which is in heaven. ⠀⠀⠀⠀

    {Matthew 18:20}
    For
    where
    two or three
    are gathered together
    in my name,
    there am I
    in the midst of them.
